Round Table “Prevention and Fight againstHuman Trafficking”, 21 October 2014, University of National and World Economy, Sofia

On 21.10.2014 the Small Conference Room of the UNWE was the venue of a Round Table that was organized by the National and Regional Security Department and the Center for Strategic Research in Defense and Security (CSRDS). The forum was devoted to the European Anti-Trafficking Day. Prof. Dimitar Dimitrov, Head of the National and Regional Security Department, made an introductory speech and opened the discussion as he introduced the speakers: Mrs. Antoaneta Vasileva, Secretary of the National Commission for Fight against Trafficking in Human Beings; Prof. Dr Stefan Hristov, CSRDS Director; Prof. Dr Kamen Penkov,  Executive Officer of the International Institute for Security and Cooperation; Darina Zhelyazkova, doctoral student from the National and Regional Security Department; UNWE lecturers and students.

In her presentation Mrs. Vasileva emphasized the importance of the event, the European appreciation of Bulgaria's good policies in the prevention of the trafficking in human beings. She made an overview of the conditions and factors that facilitate traffic, stressed the transposition of Directive 2011/36/EU - Part 1 with which the Bulgarian legislation had been fully harmonized with the incorporation of texts concerning removal of organs and child victims of trafficking. She described the work of the National Commission for Fight against Trafficking in Human Beings with the Council of Ministers and the Commission's local arms: 9 regional offices and two state-run asylum centers in Bourgas and Varna. The speaker cited statistics and suggested a comparative analysis to cover 2012/13 trials for trafficking in human beings and to show a downward trend.

The floor was given to Prof. Penkov who thanked for having been invited to this forum and appreciated highly the fruitful cooperation over the years between the Institute, the Commission and the University. He shared his impressions and experience from international conferences on the subject.

Prof. Stefan Hristov's presentation titled "Social and Economic Aspects of Trafficking in Human Beings". A 69-member UNWE team collected and collated information and data in the course of three years; more than ten research assignments were given; the subject became an education cause for future students.

 

Doctoral student Darina Zhelyazkova presented her project - a three-year study on the problem: the observable facts, essential concepts, prerequisites, review of the national legislation, criminalization of the act, organizations and researchers who work on the subject in Bulgaria and abroad - examination of the statistics supplied by research following the Palermo Convention, the impact of the trafficking in human beings on the national security - economic aspects of the receipts from this crime that are difficult to track and intercept.
