The 9 and December 10, 2009 in Moscow, Russia, in a very good organization held a Round Table discussion with international expert participation under the slogan "Drugs and terrorism: a global threat".
The event was prompted by the interest of the Russian party to the expertly opinion of specialists from the International Institute for Security and Cooperation (IISC) and was carried out with the kind invitation of the new member of IISC during the Second Annual Meeting Mr. Alexander Torshin, as a member of the National Anti-Terrorism Committee of Russia and First deputy-chairman of the Council of the Federation of the Federal Assembly of the Russian Federation, member of the Committee of the Council of Federations on regulation and organization of parliamentary activity, member of the Committee of the Council of Federations on Information Policy.
The organization of the event was a joint initiative of the Commission of the Council on the interaction of the Federal Council of Federal Assembly of Russian Federation and the legislative (representative) bodies of state power of the Russian Federation entities on improving the legal regulation of countering extremism from the Russian side, and representatives of the International Institute for Security and Cooperation.

Legal Affairs; Valery Zinoviev - Deputy Head of the International Legal Department of the Federal Drug Control Service of the Russian Federation, Major-General of the Police; Alexander Bratchenko - First Deputy Head of Administration of the Apparatus of the National Counterterrorism Committee (NCC); Aleksey Telegin - first Deputy Head of the Administration of the Apparatus of NCC; Nikolay Evgrashtenkov - Advisor to the Director of the Federal Drug Control Service of the Russian Federation; Andrey Tulaev- Deputy Head of the Secretariat of the first Deputy Chairman of the Council of Federation Mr. Torshin; Petar Chitipahovyan - President of the Join Stock Commercial Bank "Transstroibank", and Mr. Rumen Petkov - Chairman of the General Meeting of IISC, Assoc. Prof. Dr. Kamen Penkov - Executive Officer; A Reserve Officer, General Valentin Petrov - member of Consultative Council, Mr. Rodolfo Peikov - member of Consultative Council, Mr. Dragutin Mate - member of General Meeting and Mr. Rumen Toshev Representative of the Interior Ministry in Moscow, from Bulgarian side.
The event was organized over two consecutive days. On December 9, 2009 the Round Table was opened at 10.30 a.m. in the conference hall of the hotel "Arturs SPA" in Moscow with the inaugural of Mr. Rumen Petkov and the welcoming speech of Mr. Alexander Torshin, followed by three modules of business meeting presented respectively by Mr. Petkov entitled "State and civil society against organized and transnational crime: the Bulgarian experience", Speaking of Mr. Liskov in his capacity as Chairman of the Council of Federation for Human and legal issues; Statement of Mr. Dragutin Mate, entitled "The cooperation between the Russian Federation and the EU in the fight against drug trafficking and terrorism" .
During the second day of holding the forum, organized in the Council of Federations, on side of the IISC were presented modules entitled "Drugs and terrorism - the global threat", a presentation of Mr. Rodolfo Peikov, "The cooperation between the Black Sea basin countries to prevent human trafficking, drugs and dual-purpose goods", presentation and report submitted by Mr. Penkov, and from the Russian side a report of the General Zinoviev in his capacity as Deputy Head of the International Law Department, Federal Service of the Russian Federation of the control over drug turnover in Russia, Head of the Contractual and Legal Management.
The business meeting was closed with the signing of a joint statement. Mr. Rumen Petkov was awarded the honorary medal of the Council of the Federation for its contribution to strengthening international relations and his participation in organizing the forum.
In the two-day program of the Delegation of Bulgaria was provided also the serving up of wreaths at the monument of "Grenadiers killed in Pleven" in honor of the 10th December, the official holiday of Pleven city.
In our opinion, the conference was useful not only as a meeting for exchanging experiences between professionals in this very crisis of our time sector. This Forum reaffirms the necessity of pooling international efforts in the field, which seeks through universal intents and persistent and consistent policy to eliminate terrorism doctrines and to establish a stable peace.
The Delegation of IISC stressed again the importance and role of NGOs such as the Institute itself, in supporting the official representatives at international level to combat drugs and terrorism offering initiatives aimed at finding appropriate solutions. Furthermore, it was confirmed the support by the Russian state to the European non-governmental organizations in combating drugs and terrorism.
In this regard, one of the future intentions of the International Institute for Security and Cooperation is to prepare the second edition: European reports of the participants in Round Table in Moscow. The management of IISC intends to soon release this collection of materials from the international meeting in Bulgarian, Russian and English languages, the ambition being associated with the presentation of the brochure to the European Parliament and the European Commission, relying on the courtesy of our Bulgarian representatives in Brussels and the European Parliament. Priority destinations for the presentation of the collection will also be Bulgaria, as the main organizer of the event, as well as the Russian Federation, Moscow, as a polite host and organizer.
